Is there an app for this?

I'd like to be able to take pictures of documents I deem at least somewhat important, store them (in the cloud) then "Google" search them later if I need information from them at a future date.

Not everyone I deal with sends all of their correspondence to me through email (which is relatively easy to search.) I need a system where I can take a picture of a document with my smartphone, scan the document for text, then file it away on a server to be retrieved whenever I wish.

Btw, I use Android so iPhone/iPad apps won't do.

Evernote does this but needs a paid subscription to do text recognition. But it does allow tags, titles, notes, etc.

Adobe Acrobat can do this. Keep in mind adobe acrobat is not adobe reader.
