Find a way to make sure the homework assignment is ALWAYS in your face.
If I want to make sure something gets done I put it on this dry erase board that I have in a very visible spot in my kitchen. The board is about 8x10 inches. Then it's in my face when I move through the house.
If it's REALLY important I put it in color, like bright red.
Sometimes the problem is remembering what you have to do that is so important that it should be in your face.
That means you have to find a method to keep it from slipping away.
For example, you might put a note on the board to remind yourself to check your homework list(that you should be keeping during the day) when you get home. When you get home you put the homework on the board and when it is due.
The key is to find ways to keep it in the front of your mind and tell yourself when it is suppose to be done. If that means you have to write it on the palm of your hand until you get home then that's what you do.
And ask for assistance from others too! Find a good friend to be your homework coach for a month. They can just call you up or IM you at the same time everyday and check to make sure you have your homework done or at least posted somewhere that you will remember it.

I used to have this problem a few years ago. I'm a really tech-savy kind of guy so I went out and bought myself a PDA. When I hear a teacher giving out a homework assignment, I pull out my PDA and write it down. Then when I get home, I plug the PDA into my computer on my desk and my homework pops up on the screen. The main problem for me now is that I'm just too lazy to do it. THE MOST IMPORTANT THING I HAVE TO SAY IS: Make sure that your teachers know you are willing to make the effort to start over. My teachers are pretty forgiving to me because they know I have ADD (one has a son who has it) and they know that I try my best. You are going to have to show them that you are willing to try to get your homework done now and you might want to either explain yourself or have your parents explain to your teachers that you have ADD and what it is if they do not already know. It has helped me alot and I hope it helps you as well.

Here are some suggestions that have worked well not only for my children but for myself.
1.) Keep a journal do NOT get out of your seat until you have written that new assignment down.
2.) Magnetic washable wipe board in your locker...write down what books need to go home at the end of the day.
3.) Back pack...take the work out and complete it and it goes right back into that pack pack no procrastinating.
4.) At the end of the day put your backpack in your car or by the door so you cannot forget it.
You have to take yourself to task on this one and don't allow for slip ups or it becomes habitual I'm afraid (trust me I know from experiance).
Good luck!!
ps...if you need help then by all means ASK!!!!

This is some things on organizing.
I don't know how to help you on the implusive thing though ,sorry.:(
one thing about the whole 'habitual' thing...i learned it takes 21 days (if i recall correctly) to form a new habit...and like 1-3 slip ups after to ruin it...
that is 21 days STRAIGHT...no days off...and the habit will successfully be formed :)
