Way Too Flighty

Hey all...
I know this question has been asked before, but I am not clear on the answer, despite some good explanations, so I raise the question again.
Can anyone explain in as much simply-worded detail as possible the difference between a stimulant and a non-stimulant?
What I got from reading another thread dealing with this is that the difference is related to the neurotransmitters involved. Those dealing with dopamine are termed stimulants? If this is so, why? Or is it a question of the location of the activity of the drug? I had thought that stimulants acted on the central nervous system, whereas non-stims act on more localized parts of the brain. Am I right about that?
Thanks for the help in understanding,
A very confuzzled Flighty
