If IQ can be a measure of potential, like horsepower of a car engine,

then what unit is there for actual human cognitive effort expended ?

Some would say the "spoon" - a self-estimated proportion of an individual's available total effort. But it's not strictly cognitive - it would also include effort in general.

Otherwise, I don't know.

Yes the SI unit is the cognita (Cg)

The Cognita is formal defined as that amount of increase in Cognition (delta C) provided by 10mg of Adderall over 5 hours.
Cg 3.3 mg/s

1 Cognita = 1000 millicognitas (mCg)
