I don't understand why the meds in question could not be dispensed within time release patches to control overdosing and reduce the use of hypodermics.

I don't understand. Stimulant meds are not given via hypodermic.
They are either tablets (IR), capsules (XR), or liquid for those with difficulty
swallowing pills.

There actually is at least one stimulant med that utilizes a patch ... Daytrana.

Daytrana is a patch that contains methylphenidate.

Have you heard of Daytrana (http://www.daytrana.com/)? It seems to work but the main issues with it is that it often causes skin irritation and that the liner can be difficult to peel. It's also a bit of a pain to apply and remove (from experience).
