Probably they couldn't quickly shoot of a "this is a test" alert because such a message was cut from the original spec to save money.

To do so required a rapid reconfigure of the system and senior managerial involvement.

And everyone was panicking because this was something no one apart from the coders had ever thought would happen, so no procedure in place.
