I’ve read hangovers can still impair you, so maybe you’re suffering effects when the alcohol turns into acetaldehyde. Even without the obvious physical sickness.

Of course, this depends partly on how "abuse" is defined...medically, legally, morally, or some mix of those things.

That which is abuse legally may not be abuse in a medical sense, for example.

There’s abuse in the sense of “breaking the law”, and then there’s abuse in the sense of going on massive binges, or spending too much money on drugs, or breaking important life obligations. Not unrelated concepts, but not identical either.
